dc.description.abstract On January 24, 2002, Vladimir Putin’s press office announced that the Russian President had “approved” a bold proposal to pardon all incarcerated mothers. The announcement generated, among other things, expectations of an imminent release of a large number of women from prison, as well as hopes for an end to a de facto moratorium on pardons.
