dc.description.abstract Administration of local government functions can be highly ineffective in Trinidad and Tobago, due to the numerous levels of jurisdictions and the resulting overlap in functions. Confusion and ambiguity regarding under which jurisdiction a particular function falls contributes to this inefficiency, and oftentimes provides bureaucrats with an excuse to pass the buck.
