dc.description.abstract Inefficiency and systemic corruption have caused the deterioration of theservice delivered by government agencies. Corruption is an intrinsicpart of the way the state operates in many countries, and it is impossibleto remodel the state while it persists. Fighting corruption is therefore centralto the process of reinvigorating the state-failure to confront it willobstruct reform initiatives and prolong the high social and economiccosts it brings.
