dc.description.abstractThis article asserts that the United States has a functioning alternative dispute resolution (ADR) system that works under the shadow of the law. This author states that ADR is not currently functioning in Latin America because of the large between laws in theory and laws in practice in Latin America. This article promotes a stronger ADR and citizen participation in the law in Latin America and discuses a framework in which these changes can be made.
