Abstract

This essay outlines the origins and development of the U.S. government’s Administration of Justice Program (AOJ Program). It attempts to put these efforts in the broader context of the “law and development” projects of the 1960s which have been the subject of considerable critical comment. It also provides examples of some of the difficulties with U.S. assistance and hazards some tentative generalizations about continuing dilemmas for future operation of the AOJ program.
