The book was publishedin the context of legislation that would have outlawed American participation in theICC, the American Serviceman Protection Act of 2000, which ultimately, narrowly, didnot pass. Legal, political, and military experts examine the relationship of theInternational Criminal Court to U.S. national security interests.
