dc.description.abstract This report on local governments and decentralization is one part of a 34-month, hemispheric-wide analysis of how well national governments in the Americas are complying with the commitments to strengthen democracy made at the 2001 Summit of the Americas in Quebec City.Based on the surveys completed by municipal governments and civil society organizations, as well as on secondary research, this report analyzes the main issues regarding municipal governments and decentralization in Canada by looking at:a) Existing legal framework and measures undertaken to strengthen local governments and decentralization;b) Participation of civil society in the policy-making process at the local level.
