dc.description.abstract Corruption is a serious threat to democracy. It weakens and eventually destroys the moral foundation of the political system. By altering the notion of equality before the law, bribery and corruption undermine the building of trust between citizens and public officers. The problem is particularly sev ere for transitional democracy, because it creates an impediment to the consolidation of the rule of law.
